Policy, Programme and Organisational Development
The following are examples of some of the policy, programme and organisational
development projects our team has carried out.
Review of the PHARMAC Consumer Advisory Committee's Terms of Reference
| Who for | PHARMAC |
| Why | Quigley and Watts was contracted by PHARMAC to assist with the development of new Terms of Reference for the PHARMAC Consumer Advisory Committee. |
| What | PHARMAC sought comment on the current Terms of Reference for the committee, its present consumer engagement activities and on the new draft Terms of Reference. Quigley and Watts analysed submissions on the consultation documents and used the information to work with PHARMAC to write new Terms of Reference and to develop rationale documents explaining why changes had been made to the Terms of Reference. |
| Outcomes | New Terms of Reference to be adopted by the PHARMAC Board for the Consumer Advisory Committee. |
Development of Nutrition and Physical Activity Social Marketing Plan
| Who for | Nelson Marlborough District Health Board |
| Why | The Nelson Marlborough Nutrition and Physical Activity Programme Partnership (NPA) wanted to develop a social marketing plan and campaign to reduce obesity in primary school aged children. |
| What | Social Cognitive Theory was used in the development of the final plan to understand how behaviour change might be achieved and the Diffusion of Innovations theory used to provide insight for strategies which might achieve the objectives. |
| Outcomes | The final plan included objectives for increasing healthy eating and physical activity opportunities within families, schools and the local community. Objectives suitable for a communications campaign were identified and used as the basis for advertising company Y&R's creative work. |
Plan to Inform the Design of a National Breastfeeding Campaign
| Who for | Ministry of Health |
| Why | In 2007 the Government funded the Ministry of Health to develop a promotion campaign in order to improve breastfeeding rates and duration, especially for high-need groups, and Māori and Pacific populations. |
| What | A comprehensive plan was developed that provided advice to inform the design of a national breastfeeding promotion campaign. The plan was based on several strands of evidence such as qualitative focus group research and a literature review. |
| Outcomes | It recommended that the campaign had strong involvement of Māori and Pacific stakeholders at all stages of planning, development and implementation. The importance of family members in helping support women to breastfeed was highlighted. The Ministry of Health used the plan to help develop and shape the campaign. |
